PostYes, in the game settings, which you can also access in-game by pressing Esc. This is necessary for setting the blueprint.
It's important that your blueprint includes terrain (you can check a box for this when creating it). -

If you now check the box for "Include air" under "Miscellaneous/Blueprint" in the game settings, you no longer need to remove the soil when placing it in an existing mountain.
